We will begin again on Tuesday, July 5th.
If you know anyone interested in becoming a GM, now is the time to join. Also if you are a proven member of the PBL and have interest in taking over a second franchise UNTIL new ownership is found shoot me a PM.
The following teams did not reply to the roll call:
•Arizona Diamondbacks •Montreal Expos •Chicago Cubs •New York Yankees •Washington Nationals
However based on recent activity, I am going to assume the following GMs will be back for another season: Arizona, Montreal and NY Yankees. I will reach out via PM to confirm this but as of now those teams will not be filled.
With that said that means I am placing the Cubs and Nationals as vacant at this time due to inactivity.

I was going to kindly suggest the Cleveland tandem evaluate whether they split and take over a second franchise. They are a step ahead of me.

First, I would like us to accept the contract extension rules proposed by David.
Second, I would like us to consider a couple of changes that I believe will add to the depth of our analysis process. In addition, I think they will interesting and fun variations in our league structure that will add to our overall enjoyment.
- Player ratings using the 1-100 point system: I would like us to consider adopting batter, pitcher, and fielding ratings using the 1-100 range system vs. the current 1-10 range system. The additional granularity will provide us with additional insight into the skill level of each characteristic. For example, a 6 contact rating using the 1-10 range system translates into a value anywhere from 51-60 using the 1-100 range system. We will be able to see whether a batter is stronger or weaker within the ten point range (i.e., 51-60). In addition, we will have more visibility into development or decline movement using the 1-100 range system. The development reports based on the 1-100 range system will provide us with a better sense of whether a player is improving, stagnating, or declining more quickly than will the 1-10 range system.
- Player ratings evaluated by league level: I would like us to consider adopting the feature that enables a GM to view batting and pitching ratings by league level. Once enabled, a GM may view a player profile and then select a league level (PBL, AAA, AA, A, etc.). Skill characteristics and star ratings - current and potential - are displayed for the league level selected. Note that once a lower league level has been selected all players in the PBL universe are evaluated based on the selected league level; however, you can easily return to the PBL level by selecting one player and PBL as the evaluation base. Why would this be beneficial? In addition to the up or down arrows on the roster pages that indicate whether a player is ripe for promotion or demotion, a GM can, for example, view a AA roster and easily see which players are very strong (e.g., 4* or 5* performers at that level) and ready for promotion to the next level.
Food for thought. What do you think?

Everything above sounds great to me.
Only thing I'd add is maybe it's time to appoint a Co-commish to help Derek keep a sim schedule or other minor stuff. We all know Derek is great but life does happen and any new owner would be puzzled at why we're not running sims on time.
Also are there any new features of ootp that were not using that would help set us apart from the other leagues out there? I haven't played in any other leagues for years so PBL is all I know.

Minor league numbers are all whacked out. I think it was suggested that the defaults may be better now than past versions. Any thoughts?

Scouts on!
Scouting makes such a huge difference and would add a completely different element to the draft, and add a lot more intrigue and excitement. The draft has become so stale and predictable.

1. I may have mentioned a slight adjustment to the PBL contract language post-Zevin HERE. 2. The section called "Salary Floor" should be re-written or eliminated as there doesn't seem to be agreement on the definition. 3. The definition of the "COMP tag" removal should be updated as there seems to be discrepancy about how that operates. 4. The section called "budgets" should also be eliminated (at best re-written) as it's impossible for everyone to actually see the target. In fact, given there might be some changes, that entire rule post/thread should be moved to the archives and a re-written one posted once everything is determined.
This will be a lot to digest an implement prior to Tuesday!

The draft has become so stale and predictable. I like the 1-100 scale, but the 20-80 scale provides the additional granularity I argued for earlier; so I could support 20-80. I think either would be beneficial. Scouts! I missed that one. I support scouting that is less than perfect (off hand I do not recall the options). My scout's evaluation vs. the OSA evaluation would be cool. Which evaluation do you trust? Your scout's or the OSA's? In general, I believe that if we implement a few structural changes we will inject an element of freshness that will energize everyone.

I would be a million percent against scouts unless the setting is 100% accuracy. I don't believe scouting in OOTP works very well at all, and implements way too much luck into the game....

The PBL and its ratings and scouting have been what they are for a very long time and are a part of what makes the league what it is. I think that element is just fine.
Scouts have just messed everything up in the leagues I've been in that have had them.
