A winter developmental league has been proposed. This is the initial proposal:
Winter League
Winter League is a 35 Game Season built for aged 20-24 Prospects.
WL rosters should open first or second sim of the off-season, and start about halfway before Arb.
WL plays 35 games in the regular season and max 6 games in the playoffs to determine the winner.
At the end of the season, they play in a 32 team, march madness style tournament.
All games are BO1
WL Winner takes home $2.5 million
WL Rules:
Ages 20-24
Pro Service MAX 7 years.

I have setup development leagues in the base game. I would recommend if we go this route if we use the mechanism in the game for a variety of reasons. The basic setup is:
Creation of the league with X number of teams. The number of players from each org is simply the number of roster spots in the league divided by 32.
The AI picks the players from each org, usually based on potential, but typically a player only goes to DL once so you get a variety of overall ratings taken.
Injuries cannot be turned off, that setting is global.
Player criteria is based on two things, the allowed levels and possibly years of service. The levels are things like only rookie ball, or AA and AAA. Years of service are MLB years of service. I would assume we want this to be zero for a minor league development league. You can run a tournament with MLB players in the offseason.
It is then just scheduled for X number of games starting at some calendar date.
In my saves I typically have two DL's. One is for players in the INT complex only, and one is for AAA/AA with zero MLB years of experience.
