Both polls for competitive balance picks passed. Here is my plan on how to implement. Feedback and discussion is encouraged.
1. A team will not receive two picks for being both low revenue and small market. If they fall into both categories they will receive the higher of the two picks. (This matches the MLB competitive balance picks).
2. Low revenue picks will happen first. The lowest 10 revenue teams will be assigned a pick in the order of lowest revenue first. Tie breakers will be decided based on the draft order in other rounds. Then, any team that is not in the bottom 10 of revenue, but is average or below market size, will get a pick. These picks will be in order of market size (smallest first). Ties again broken by the draft order in the rest of the draft.
3. These picks will become our new round 3. They will not be added to the second or third round, but instead inserted between. The current round 3 will become round 4. This has two impacts. First, teams that do not have a competitive balance pick will only have to sign 4 draft picks (rounds 1,2,4, and 5). Second, only players in the first three rounds are eligible for a comp pick if the player is not signed. Players selected in the new fourth round that are not signed will not trigger a comp pick the following season.
4. Competitive balance picks can be traded. (This again matches MLB rules)
5. Picks purchased with Paramount Credits will happen after competitive balance picks.
Note: MLB is actually giving much better value. The low revenue teams receive their pick between rounds one and two. For what it's worth.

1. Expos 2. Blue Jays 3. Astros 4. Brewers 5. Mariners 6. Angels 7. Marlins 8. Tigers 9. Cubs 10. Diamondbacks 11. Warhounds 12. Indians 13. Athletics 14. Cardinals 15. Padres
