This is a change vote so 75% positive is necessary. Yes to 4 and Yes to 5 both count as Yes to change. If they combine for 75% a change will be implemented and the greater of the two will be the result.
Proxy votes will be applied to Yes to 4.

Contracting the minors from 6 to 4 teams is a drastic change. That is 1/3 of our minor league teams, and one level entirely. 18 lineup spots and minimum 10 starting pitching spots for prospects disappear. This will make rebuilding harder, with far less roster spots there is less developmental opportunity.
A vote for 5 teams is a good compromise. There may end up being unintended consequences, good prospects may end up being cut by the AI to get roster compliant and teams may not end up liking the choices made. 5 teams gives a little more cushion to those teams that are not as minor league minded in that regard. Selfishly, 5 teams would preserve more of the fun for myself, 4 teams would be a drag finding playing time for prospects.
But more importantly, when combined with roster limits and cutting of an unknown quantity of minor league players, there will be a pretty substantial roster churn. I think it it best to go down to 5 teams and revisit this in a few seasons after we know the consequences of such a move.

Not against the change. Either one.
With respect to the AI cutting good prospects. One would hope that never comes into play (through this process of contracting certainly). If you let the AI do that at any other time (now or in future) then that's entirely on you. And revisiting this in the future is doubtful, given the reasons for doing it in the first place.

I do want to make one thing very clear though. Every GM will have 100% control over what prospects get dropped from their organization. If the AI is making any decisions it will be a result of the GM not taking action.

The only thing not addressed is the time frame for contraction, and for reaching roster limits. Is this a "rip the band aid off" or is there a one season hiatus?

Unless I hear a compelling argument to wait my plan is to implement this coming off season. But it will not be done immediately with the 20 conversion. I will post specific changes, instructions and deadlines well ahead of time. Everyone will have a couple weeks worth of sims to get their house in order before we pull the trigger. It does need to be done in the off season before preseason begins.
