I hate tanking.
I know it sounds odd coming from a team that finished pretty much dead last in the standings, but I do seriously hate the concept. AND I guarantee I will never have the last place team again in this league (while the Angels at least)!!!
I will say that there is a distinction between a team that is seriously bad and can't seem to get out of their rut (because of whatever problem that may be - inexperienced GM, very bad luck on the field, bad luck off - like a couple of career-ending injuries to core players) and a championship team that purposely guts their squad ONLY to get some top draft picks, then immediately returns to domination! I hate that latter concept the MOST!
If there was a concept of GM termination in online play, then I contend the GM in EACH CASE would be forced to look for another team. There simply should not be a reward!
Since the PBL already has the concept of a "lottery" in place, if I were asked for a possible alternative that might discourage the "tank" concept, I would propose the lottery have equal odds for every non-post-season team!
It encourages remaining competitive each season (as a very good piece might immediately put you over the top next season).
It discourages the "tank" as there is no advantage for being truly awful!
And the PBL is already unlike "real" baseball because so many teams make the post season, so the same limited number would participate in the lottery process.

- All non-post-season teams are drawn in an equal chance lottery to determine pick order
- All post-season teams are then ordered by their exit from the post-season (first out next in the order after lottery picks)
- Winning percentage used to break any ties when two teams exit at same time
- AND I would propose the order set for round one being CONTINUED for each subsequent round too (while we manually make picks - obviously you'd have to revert to the game order once your finish in-game)
Yes, a truly awful team is certainly not helped to the same degree as the existing MLB draft IRL, nor is that bad team helped by even the existing PBL (NBA-ish) lottery concept, but that would be the price to pay in order to discourage tanking! AND you could always leave a truly awful team and take on a slightly better one if you felt it had a better chance?
Thoughts (just for the sake of discussion as we can easily just maintain status quo too)?
