"I was thinking about adding a winter league of some sort. A way for minor league players to develop during the offseason, learn new positions and things like that. I thought there was a set-up in OOTP V15 but they were both summer leagues."
PBLRC RECOMMENDATION: The committee is recommending by a 3-1 margin that a Winter League be created to run from approximately November 1st to Spring Training.
PBLRC ANALYSIS: One of the primary concerns raised by the league as well as the committee was the idea that a Winter League could negatively impact the professional service time of players. In the research of the PBLRC, it was determined that, “Player time rolls over Jan 1st. No time is added after this. So this should not effect anything in regards to player service time.” Once it was determined to have no large impact on service time, the majority of the committee got behind this concept as a good way to add value to the PBL without adding a great deal of work or complication. One committee member, however, felt that he would miss the down time in the offseason, and feared that the participation rate among the GM’s for this Winter League will invariably grow lower and lower each year, and that it will prove to not be a used enough to be of lasting value. Nonetheless, the majority recommendation to the commissioner is the launch of a Winter League at the Single A level in the coming off season.
