"Also, if someone wants to take a stab at a new set of draft rules (consensus seems to be to do set draft times) I'd appreciate it."
PBLRC RECOMMENDATION: The committee is offering a 3-1 recommendation against slotted draft times.
PBLRC ANALYSIS: With one exception, the committee was opposed to having slotted draft times. There were several stated concerns with the primary one being that there is no problem here to solve. While some become very frustrated and even a little disengaged when the draft stalls unnecessarily, the bulk of the committee felt that slotted draft times was a solution without a problem. The majority was quick to point out that while the draft often stalls, the PBL has never had an issue with getting the draft done in time. The consensus, therefore, was that creating and thus managing slotted draft times creates extra work, all with the goal of keeping the draft moving quicker, despite the fact that the draft is always completed on time. So that leaves the PBL with the question of --- how will we do the draft? The departure from the PBL of our annual draft facilitator definitely leaves a hole that needs to be filled. There were various suggestions within the committee, as well as the league at large for other solutions… such as submitting lists and running the draft a round at a time, or every GM sending a PM to the next-up GM after he picks, to using Statslab, etc.. Ultimately, the PBLRC has decided that we recommend by a 3-1 margin to proceed with the same draft plan/approach we have had in years past, and trust the commish to adequately fill the void left by our draft facilitator.
