Submitted by San Diego Padres:
"I propose we consider turning off FA compensation. That would take care of the trading draft picks and signing comp eligible free agents. I also don't see a huge value in the compensation. Top tier talent is not available in the supplemental round. In my opinion the value of the compensation that the team gets is not worth the hassle of managing draft pick trading conflicts."
PBLRC RECOMMENDATION: The committee is unanimously recommending that we do not turn off FA compensation.
PBLRC ANALYSIS: We considered this option seriously as a simplistic remedy to close the loophole for the OOTP glitch that allows teams to sign a Comp FA even though they have already traded away their first round draft pick. However, in the final analysis, it is not a solution that the committee was very excited about, particularly considering the overwhelming disapproval for the idea that was expressed on the open forum, suggesting that making this change would be very unpopular with the GM’s of the league.

Commissioners Response: On topic #6 I am with the side of the committee again as well as what seems to be the majority of the PBL. I understand the process behind the original suggestion but agree 100% on the response of the PBLRC.
