THREAD PURPOSE - This thread is created to serve TWO (2) purposes. FIRST, this thread is where you want to post your interest in being a member of the Paramount Baseball League Rules Committee (hereafter known as the PBLRC). The SECOND purpose of this thread is to outline the process by which that committee will be selected, as well as to explain the process by which the PBL Rules will be reviewed. WE STRONGLY SUGGEST YOU READ THE ACTION PLAN BELOW BEFORE YOU POST WITHIN THIS THREAD YOUR INTEREST IN BEING A PBLRC MEMBER.
PBLRC MISSION – The mission of the PBLRC is to provide leadership and guidance for the effective facilitation of a comprehensive review of the PBL Rules, with the goal of making the best decisions for the future of the PBL that also balance the commissioner’s vision, the desires of the GM’s, and a principled respect for fair play.
GOALS – Our primary goal is to make sure that every single member of the PBL has an opportunity to suggest rules topics for discussion and to also be heard on these rules topics if they have opinions they want to share. Our secondary goal is to take all of the information presented by the full body of the league and to thoughtfully and carefully review it in committee and to ultimately make recommendations to the commissioner, who will be responsible for making all final decisions.
ACTION PLAN – Below is a chronological outline for the process by which the PBLRC will be created, as well as how all rules will be reviewed:
1. All members of the PBL will have an opportunity to post their interest for being a PBLRC member on this very thread after reading this Action Plan. All names registered herein will be considered until the cutoff point--- noon on Friday 6/20. The Commish and Tim (KC) will review the volunteers over the weekend and elect a 6-man committee, with Tim being one of those six members. If less than 6 members volunteer, all will be included on the committee. One of our goals for this selection process is to make sure that both experienced members and newer members are represented. We will also be looking to include both big market and small market teams on the committee. These two goals are important to note, as it might help explain why some GM’s that expressed interest are not on the PBLRC.
2. A second thread will be opened immediately titled PBLRC DISCUSSION TOPICS. All members of the league will give suggestions for rules discussions on that thread. This thread will NOT be where the discussion of these topics takes place. It is instead just a clearinghouse for ideas to be discussed.
3. The PBLRC will make a comprehensive list of discussion topics based on the thread above (#2). In order for a suggested topic to NOT be considered for group discussion, ALL SIX members of the PBLRC will have to agree that it is not worthy of additional review. At this point, a separate thread will be created for EACH discussion topic. Any ideas that were vote OUT of consideration will be listed in a separate thread, with a very brief statement as to why it is not being considered at this time. In this way, we ensure that ALL IDEAS are addressed, even if they are not forwarded to the group at large.
4. The entire PBL will have about two weeks to provide their opinions on any of the discussion topics they want to be heard on. This will be a two week free-for-all on the entire list, all found in one central place. The PBLRC and Commish are also encouraged to submit their thoughts as well, but as we are elected to be leaders in this process, we will strive to keep the conversation moving forward (so to speak). On a pre-set end date, these threads will be closed.
5. The PBLRC will then tackle each discussion thread topic, two at a time… so we can stay on point. On each topic we will first ask PBLRC members to review the group discussion thread to be reminded again of all suggestions from the league at large. We will then engage in a private discussion on these topics. On each topic, the goal will be to make a unanimous recommendation to the Commish. Where it is determined that a consensus cannot be reached, the PBLRC will make a split recommendation to the Commish… for example: The PBLRC recommends by a 4-2 margin to eliminate the draft entirely (lol). While the deliberations of the PBLRC will be private, the recommendations of the group will be made public once they are completed.
6. The Commish will then take the PBLRC recommendations under advisement, and unilaterally make the final decisions and announce any rules changes for the coming season.
7. Finally, if the process is deemed a positive one by Commish and the league at large, it can be repeated in future seasons.
