What about something like:
Teams of a budget of 100m or less need to have a payroll of 50% or more
Teams of a budget of 100m - 150m need to have a payroll of 55% or more
Teams of a budget of 150m or more need to have a payroll of 60% or more

50% of payroll or close to that seems fair...
another question for me would be 'what are the penalties for teams who below this %age?'
generally I've always thought PBLs rules are fair and straight forward but we don't always know the penalties or how and when they would be imposed?

Well the main reason a team would be below the 50% of their budget would be if they were trying to tank to get higher draft picks right? Why not have the penalty remove their highest pick if they are a little bit below 50% and their highest two picks if they are significantly below 50%?

Why would anyone not want to spend their budget money? When this came up for me a couple seasons ago it was not about not spending the budget money it was being forced to spend it on salary. I wanted to dump 40 million into player development for a season (I know, that was maybe a bit extreme heh). In the end I had to settle for 20 million. I believe at the time my budget was at about 85 million. I had just taken over the team. I was complaining that I was required to spend almost 60% of my budget on salary.

I should probably chip in since I was the one that originally brought this issue up. My case was that a flat amount for all teams is unbalanced. Like I said in my previous post Padres were forced to use almost 60% of their budget on salary. The large market teams could, if they chose, use only 35%.
Additionally, now that we have international scouting, that is another place big market teams could gain an advantage over a rebuilding small market team.

Id say 40-45-50
The small market team should be allowed more money for draft picks, international free agents, and development.
