Governance
Commissioner
The Commissioner will be responsible for the management and daily operation of the league. He is responsible for ensuring all things that make the league go: Simulating the games, maintaining the league file, updating the home page, and keeping involved in all owner discussions.
He will always available to answer questions about the league. He is one of the primary persons responsible for the recruitment and development of new members.
The Commissioner will ensure the best interests of the league are protected at all times. He shall also be given the power to assess fines and remove members as need be.
Owners
Requirement for league participation: OOTP 13, AOL IM (preferred)
Participation
Owners are the lifeblood of the league, and are the very reason for its existence. Owners are encouraged to make suggestions and voice concerns.
Paramount Baseball welcomes new ideas and fresh perspectives to make the league more enjoyable for everyone. Owners should:
• Stay active on the message boards
• Export for each SIM
• Promptly respond to communication by others
• Make suggestions and voice concerns
Dismissal
The Commissioner may at his discretion, reprimand, place on probation, fine, or dismiss any owner who becomes detrimental to the good of the League.
The infractions that will draw the attention of the commissioner include, but are not limited to:
• No longer actively exporting
• No longer in communication with the commissioner
• Actions between participates that are detrimental to the league
Procedure for Missing (Consecutive) Exports
• Owners must post a message in the Owner Availability thread of forum
• Express the period of time you will be missing
• If you are going away on vacation, the Commissioner will be waiting for a post card, small gift or both. If not he has right to deduct cash from your team or trade
Expected Levels of Professionalism
Owners are expected to behave civil towards other owners. There should be no derogatory remarks towards one another. Trash Talking is encouraged; it makes the league fun, but nothing personal!
Procedures for League Issues
If an issue arises between two members in the league which cannot be solved on private terms:
• Inform the commissioner
• Work peaceably towards a resolution
• Do NOT fan the flames on the message boards
Disciplinary Action
Disciplinary action is a tool of the commissioner's office to be used when warnings no longer suffice. Some tools are:
• Fines
• Fan Interest Point Deductions
• Outright dismissal from the league
SIM/League Settings
SIM Schedule
SIM's will be conducted on an every other day basis but shall not exceed 4 days per week before the trade deadline. After the deadline the league reserves its right to pick up the pace and Playoff schedules will be determined at that time.
If you export after 8 PM then it is NOT guaranteed your export will make it in the sim based on what time I get to do the sim.
Simulations will be for a period of seven in-game days during the regular season
The Wild Card and Divisional round of playoffs will be done in one sim while the Championship Series and World Series will be divided into two sims.
Spring Training simulations will be comprised of two simulations splitting the Spring Training schedule in half.
The offseason scheduling will be posted at a later date and is subject to change at any time.
League Settings
Financial Rules
• Average attendance is 30,455 which is games default
• Average ticket price is $22.00
• Team ticket prices can NOT exceed $40
• Visiting team gate share is 20%
• The financial system is enabled with minimum service for free agency set to 6 years
• Free agents from other leagues are allowed to enter the PBL and free agents from the PBL are allowed to leave the league
• There will be draft pick compensation for lost free agents
• 3 years service time required for arbitration
• Minimum service time for minor leagues is 6 years
• Average media contract is $30,000,000 league default
• Media contract is not fixed, it is based on team market size as default option
• Owners will decide the teams budget
• There is a luxury tax for revenue sharing
• Soft cap (% of average payroll) is 120 as default
• Cash maximum is $10,000,000
Salary Floor
There will be a minimum Team salary “floor” as well. Every team much exceed a certain Payroll which will be determined at the end of each season.
Failure to meet the minimum payroll will result in team penalty. Which will include loss of Draft picks, a decrease in Fan Interest and/or Financial penalty
The salary floor will be determined each off-season before the start of free agency
Transactions
In-game Free Agency and Extensions
Utilizing the in-game financial engine means you are allowed to offer contracts to any players found in-game.
Contract extensions can be done in game. The player will tell you his demands and may even choose not to resign with you.
Free agent compensation is turned on. Be wary when offering contracts during the off-season as signing these players will result in the loss of a draft pick.
Incentive Clauses
You may offer a bonus for MVP or Cy Young or for reaching specific milestones (at-bats, innings pitched).
The TOTAL value of both types of incentives must not exceed 25% of the lowest annual contract offered to the player.
EXAMPLE: I offer Player-X a $1,000,000 base contract. I may offer him incentives totalling up to $250,000.
Other restrictions:
For both incentives and vesting options, the following rules apply:
No vesting option can be triggered based on the number of At-Bats of a pitcher;
Amount of At-Bats must be 550 or less;
Innings pitched for Pitchers with Endurance greater than or equal to 5 must be 180 Innings Pitched or lower; and
Innings pitched for Pitchers with Endurance less than 5 must be 80 Innings Pitched or lower; and
No Cy Young Award bonuses for Pitchers with Endurance less than 5.
No deliberately unachievable clauses such as at-bats for pitchers.
Team Option Years
Any contract including any team option years must have a buyout equal to at least 25% of the highest year of the contract, whether the highest year is the option or any of the guaranteed years.
Penalties for illegal contracts (Extensions)
Any illegal contract involving option years will be converted into all years as guaranteed contract. There will be additional penalties if teams repeatedly violate the rules.
Free Agent Compensation
In OOTP, when a team loses a compensation eligible player (as determined by OOTP - based on real life rules) to free agency and that player is signed by another team, the original team receives an additional draft pick in the upcoming first-year player draft as compensation for that signed the free agent. This is in the supplemental round between the first and second rounds.
A team will receive no compensation for a player classified as "No Compensation".
Players must be offered arbitration to be eligible for compensation.
Waivers and Release
All waivers and player releases are done in-game. Anything you do with your roster will show up on your team export.
Waiver & Designated for Assignment:
All players placed on Waivers or that are ‘DFA’ will be placed there for 14 days, or a more appropriate length in the off-season.
If a player is not taken off waivers before a sim, the Commissioner reserves the right to make any appropriate roster decisions to remove the player from the list. This may result in player(s) you may not want to be demoted to be sent down to the Minors where possible, or players released.
Players who refuse demotion can not be repeatedly waived to avoid roster limits. The Commissioner will release them after their second waiver clearance.
Trades
The following rules apply to all trades:
All trades must be posted on the forums and both owners have to approve the deal before it is processed in the game.
Owners may request a trade be processed pre-SIM if both owners POST in confirmation their desire to do so.
If a trade is made and a player involved in the deal gets hurt during that sim then the deal will be voided until both sides restructure the deal.
This does not apply to deal that both parties requested to be processed pre-sim.
Draft picks can only be traded for the upcoming draft, and only between the World Series and the first pick of the draft being made.
Recently drafted players cannot be traded until after the World Series of the season they were signed.
Cash in trades may not exceed the total salary of the player(s) you are trading.
EXAMPLE: If a player makes $400k for 1 year, only $400k can be included in the deal. If a player makes $2 million over next 2 years then $4 million can be traded.
Teams can now agree to pay a portion of that players contract over 3 consecutive years that begins the following season. However, the payment of the contract CAN NOT exceed 50% of its lowest annual earning. An Example of this rule: Player X is under contract for 5 more years AFTER this season at a base salary of $13.5 million each season. His current team can agree to trade him to another team and pay them $6.750M for the next three seasons. For the final two seasons, the team trading for Player X would be responsible for full payment of his contract.
If a player has salaries of $10m, $12m and $15m then the team can pay up to 50% on the $10m salary so $5m can be paid for 3 seasons.
Teams can offer payments for 1, 2 or 3 seasons. That is up to the trading teams.
Deals may include players to be named later, but only if the conditions of the PTBNL are stated as part of the deal, and completed within 4 sims of the deal being made.
Free Agent signees cannot be traded until June 15th of the season in which they were signed.
Non-waiver trade deadline is July 31st. Waiver trade deadline (all players must pass through waivers) runs until end of season.
No trade can be made by a team whose budget is in the red unless it is a trade that reduces salary. Teams in the red are not permitted to make salary neutral trades.
Budget
Teams are expected to stay in the black at all times, on the “Projected budget room” part of the Front Office screen. Teams are expected to be aware of issues that could raise payroll, such as all players on the 40-man roster being awarded major league contracts after spring training, and plan accordingly. Teams are allowed to go into the red during the off-season, so long as they do not also go into the red in the “$ for Free Agents” element of the budget, but must not be in the red by Opening Day.
Teams in the red at Opening Day or during the season will be subject to sanctions by the Commissioners’ Office.
Arbitration
Arbitration takes place between end of the World Series and when players file for Free Agency. Teams may offer players arbitration to their players using the in-game functions.
Offering arbitration to players is required for some players if you hope to receive compensatory draft picks during the next amateur draft.
Drafts
Amateur Draft Lottery
Paramount Baseball is proud to bring an NBA-style Lottery to the worst 10 teams from the previous season. The Lottery will be held along with the releasing of the Draft Pool.
Amateur Draft
The “PBL Draft” will be held each year on June 15th. The teams with the worst 14-records from the previous season will be put into a Lottery system to determine the top 14 Draft order. Teams 15-32 will Draft in order from season before like a standard MLB Draft.
• The League will use Rookies that are generated by OOTP
• The Lottery will determine the draft order for the first 14 selections of the first round only.
• Rounds 2-30 will be based on record like the MLB Draft.
• Draft reports will be released 30 days prior to the Draft
The draft consists of 30 rounds and the Player pool will be 35 rounds deep. If we feel we are having too many players, ‘PBL’ reserves the right to lessen the number of rounds in the future.
Rule V Draft
The Rule 5 Draft will be held in December each year. Any players noted on their Transactions Screen with a # are Rule 5 Draft eligible.
If a team wants to protect any of these players, it is their responsibility to put these players on their 40-man roster.
The Rule 5 Draft will be held by list and will run until all teams with room on their 40-man roster have had either the chance to choose or pass on selecting a player.
NOTE: Any player selected in the Rule 5 Draft must remain on the selecting team's Active (25-man) and Secondary (40-man) rosters for the entire upcoming season, or be returned to the original team.
To Return players
Post the player's name that you want to return in the Rule 5 Returns thread as well as in game. OOTP does not handle this well so you need to do both.
Injury Settings
The Injury setting in OOTP 13 has shown that when set to ‘normal’ there tends to be far too many injuries therefore we will be playing with the settings set to ‘low’
If any changes are to be made, they will not be made during the course of a season, they will take place during the off-season if a change is ever voted upon by the league.
Disabled List
The Disabled List has been changed to 14 days instead of the standard 15-day in order to allow players to miss only 2 sims as opposed to 3 full sims.
Coaching/Scouting
Based upon league discussion and all factors considered, we will be playing with coaching and scouting mode disabled. This option can be revisited at a later time if the league members want to open a case for it to be changed.
No changes will be made during the course of a season; it will take place during the off-season.
All Stars & Hall of Fame, Awards
All Stars
Each year their will be a Vote for who should be an All-star by position. The vote will take place on the forums and each team will be allowed to place 3 votes per position.
You will vote for your 1st, 2nd and 3rd pick in that order. Each 1st place vote will receive 3 points, 2nd place votes receive 2 point and 3rd place votes receive 1 point. The player with the most points will represent their team as the AL/NL Starter.
The Winning team of the All-star game will have Home field advantage for the World Series.
The All-Star Game will be Simmed Live via the boards. The World Series representative from each league will be asked to select the All-Star reserves for their league.
If an owner declines to control the team, the team with next best record will be asked.
End of Season Awards
Each year their will be a Vote on the following awards:
• AL & NL Most Valuable Player
• AL & NL Cy Young
• AL & NL Rookie of the Year
• AL & NL General Manager of the Year
The voting will be done by utilities and voting is compulsory. Sanctions may be applied to GMs who do not vote.

Waiting period reduced to 3 years instead of 5 (with online leagues, 3 years are long enough and its nice to see your players receive some accolades, or see the mistakes you made when trading a guy.
Each year their will be a Vote for who should be elected into the sacred, Baseball Hall of Fame. The vote will take place on the forums and a player must receive 75% of the leagues vote.
• Minimum hits reduced to 2700 from 3000
• Minimum home runs remain the same at 500
• Minimum average reduced to .290 from .300
• Minimum wins reduced to 250 from 300
• Minimum saves remain the same at 500
• Maximum ERA reduced to 3.95 from 4.00
• Minimum wins for ERA above remains 200
