For the sake of saving time, if I commit 100% to doing this then we should get a start on things. Here is what you can do:
Post the player you wish to release without penalty HERE as well as the two modified contracts you wish to take advantage of.
Remember this is open to all league members not just over budget teams. If you got a player for 10 million, this is your chance to make him yours for less...
-----
Not 100% decided on what I am going to do, even though I got a strong idea of my plans but I just want to save time if we do indeed go in this direction. This would be a one time thing and all changes would need to be done prior to budgets being adjusted.
In reality, I might have to push sim back one more time but then once I adjust budgets it will be too late to make these moves..
-----
Remember, cutting a salary of a player is okay but he still must remain highest paid player by $2 million - NO MORE THAN ONE PER TEAM
A player over $12 million and under $8 million can be released with no penalty NO MORE THAN TWO PER TEAM
------
Remember your posting these players but it may not happen, or it just might happen! Will announce my final decision later.

Commish I don't think that we should go cutting contracts.
Maybe take the largest FA contract or two signed by every team and reduce it by 25% (the amount we took out of budgets total).
Also, extensions should not be lowered, ABSOLUTELY NOT. Those players never were exposed to the market and therefore it did not drive up their price. Extensions either need to be revoked entirely or teams need to live with them.

I also choose no changes, I'm going to stick with what I was given budget wise. I love the changes the commish made and really think we should give them all a chance. For people who love leagues, this only adds more strategy, in my opinion.

I could cut one or two players salaries, but I'll pass.
Like the Marlins I think this is a generous but misguided idea - and is just the kind of thing that will undo all the work in resetting budgets.
My idea on how to help the 'yellow' teams - do not apply any kind of penalty to teams over budget until after arbitration next year (whilst not letting teams go further into the hole). In this way GMs have a whole year to get their finances down (but still have to work on it) and have the opportunity to release arbitration players next year in order to do so (plus we can get on with the game).

Ah, my noble comrades. A single tear runs slowly down my cheek. It doesn't really impact me one way or the other, but if this plan goes, I'll take the opportunity to dump Uggla back into free agency. I will say one thing though, since it really hasn't been pointed out yet. Allowing teams to cut a couple of guys ought to beef up the FA market quite a bit. And at the end of the day, I doubt going with the Commish's plan will really cause any serious problems down the road.

well if we are doing this i have to take advantage of it because i wouldn't of signed all these guys if i knew the budget cuts were in place. for all fairness I will not release Kubel, but id like him adjust if this goes into affect.
So here we go.
Player to be adjusted: DH - Jason Kubel ($27,420,000 signed till 2016)
Player to be released over 12 million with no penalty: 3B - Jorge Cantu ($15,930,000 signed till 2015)
Player to be released under 8 million with no penalty: RF - Brad Hawpe ($3,500,000 signed till 2014)
Whatever the league decides to do in this situation I will accept and deal with my team accordingly though.

The Pirates decline to do anything.
Couldn't we all have done things different if we knew these cuts were coming?
This really defeats the purpose in my opinion.
We all have been playing the same game and same league.

I, for one will not be handcuffed and need to make some change to be reasonably under the new budget:
Jason Bay: $16 million for one year (I had the option to release him at an earlier time at an unreasonable discount and concurred with the league that this was not a fair move, although other GMs took advantage of this bug)
Ryan Madson: $6.9 million annually for 4 years (Obviously I made this move because of the extra budget room)

I am going to request the change below. Beltran's contract was offered because of the high amount of excess budget room I had last year. There are a few other contracts that are similar, but this is the killer. Thanks.
Player to be released over $12 million - Carlos Beltran Player to be released under $8 million - none Player to be adjusted - none

The Twins decline the opportunity to adjust salary. We're 20+ million under budget and while I don't care for Franky G's contract, it's livable.

I really think this needs to be thought over commish, just throwing players and contract away is not the way to go about things imo. Allow for a reduction of the contract, so teams are still stuck with players, but at salaries that are relative to each individual new budget.

I have to agree with some of the GM's in the fact that this defeats the purpose of realigning the budgets. While I do feel sympathetic to those that are effected...I think we should just move forward.
When will it stop? How do we make everything completely fair for everyone? Will we have to look at all player contracts and decide who should be making more money next? Should we form a committee to decide that Albert Pujols should be making 28-30 million per year? Not picking on the Cards here just using it as an example. Should we figure out how teams were effected by poor FA classes and how that in return effects who would have/could have been the previous world series winners?
I really don't see how releasing sub-par players helps FA either? Is putting Carlos Beltran in FA going effect anyone's team that much? Should we create an Awesome FA for every Carlos Beltran that gets released? Would that be a fair compromise? Again I am not picking on anyone just using examples.
I am up for what ever we decide to do. I really enjoy this league and all its GM's! I think you all do an awesome job which makes my whole game experience that much better!
Also I know its hard to tell how to perceive someone while they are typing but this isn't some pissed off rant or anything like that. Just stating my opinion on things in a calm keystroke ;D
Lets play ball!

I think the only players that teams should be eligible to release without penalty are players who went through arbitration this year. If the budgets were announced before that took place, I surely would have non-tendered Nelson Cruz, rather than pay him 6 million through arbitration.
