I don't have anything big in mind this offseason. Just some minor tweeks. I think only number 3 requires a poll. But speak up if you think either of the others should have one. Also, as always, let me know if there is anything anyone would like to discuss or that I am forgetting.
1. I want to set all teams time zone to East Coast so that all games run at the same time for live sims. I did some quick testing and it did not appear to have any impact at all. Colorado was kind of the test run this season. I corrected them from East Coast to Mountain. (Apparently they had been set wrong since expansion/realignment back with the previous commissioner). Time zone is a unique property in the editors and does not change city, market size, or coordinates.
2. I want to add verbiage to the governance that trade window opens when FA declare. This is how we have been doing it as long as I've been around. I just recently learned that is atypical for this league. As such I'll add it into the rules for clarity.
3. I would like to remove minor league free agency. It is so rare that a minor leaguer refuses an extension offer that it seems like an unnecessary hassle.

Not sure I follow #3. If you don't offer an extension or a ML contract they will leave. What happens when you get rid of it. are they forced to stay in your system?

Yeah, for me Minor League Free Agency is more about purging my minors of older players who I don't want anymore than a period of resigning them. I kind of like that the game gives me a list to choose from at the end of a season.

Wouldn't removing #3 allow hoarding in the minors (unless a player is subsequently taken in the Rule 5)? My opinion is that it's a change that isn't really required.

It has zero impact on hoarding minors. In my observation 99.9% of minor leaguers offered a minor league extension accept it. This just saves the hassle of offering 50 minor league extensions each season. No worries though. This proposal is not getting much love so likely will not be a poll anyway.
