Currently we have this rule in the governance. "No yearly value can be more than double any other yearly value throughout the lifetime of the contract."
This rule has to go away. I use Stats+ to monitor illegal contracts and it does not have a mechanism for this. Enforcement relies on me noticing or people reporting it. This pole has optional replacements. One of them will be implemented so majority rules this vote.
"Max % change in contract, year-to-year" Description - Flags any contract with a contract year that is more than X% higher or lower than the previous contract year. For example, if X is 10, and one contract year is $10M, the next contract year must be between $9M and $11M. If this passes we would decide what X would be. My recommendation would be 20
"Max % delta of any year from AAV" Description - Flags any contract with any single contract year that varies by more than X% from the AAV of all contract years. For example, if the AAV is $10M, and X is set to 25 (25%), then no single year can be more than $12.5M or less than $7.5M. If this passes we would decide what X would be. My recommendation would be 50

I have been waffling on this one. Honestly my preference is % to AAV. But the math is easier for change in contract year. So I think I will go with the easier math.

I think 20% is a good number for this option. At 20% you could have a contract of 10M/8M/6.4M/5.12M...... That seems pretty reasonable if not still a little high. Thoughts?
