I think that we should consider the way in which we fill empty teams which are in rebuilding stages. I think for anyone other than a skilled GM with a proven track record (and proven commitment to the league), those types of teams can be incredibly difficult to manage successfully. For less skilled GMs, it's almost always a path to frustration and eventual abandonment of the team. Which, of course, leads the team into a death spiral where it can devolve from rebuilding to barren.
Maybe instead of filling a rebuilding team directly, we should ask for veteran volunteers to take over (Expos style). The veteran who's committed to the league long-term will tackle the challenge of rebuilding a franchise, then the incoming GM can take control of a team with a strong foundation while they learn the ropes. That doesn't fix anything immediately but it should go a ways towards rehabilitating some of the teams which have been repeatedly abandoned.

If we're lucky enough, we'll find "fans" of either a team or a process (rebuilding, perennial contender) and hopefully match them to open teams (or at least get quality people in the league and, if needed, match them to a favourite team once in).
I doubt a "fan" will step away from their favourite team. Some might, but not too many.
Especially a fan of a powerhouse (Yankees, Dodgers, the usual suspects) in the MLB structure. And especially if you have worked very hard to get to where you are (Pirates, Mets, etc.).
A contender can easily take on a rebuild with a couple of key moves (planned or not).
And the Expos are still on a path to frustration and frankly, from what I have been told by some people close to the game, may indeed already be past the stage of "death spiral" from which the game may not in fact ever let them emerge. I happen to be a fan of the former Expos, which is the only reason I am still banging my head against the wall.
That said, I totally agree a team should never get to the position several are in IF that can even be helped? Someone will always be in the Top 3 and someone will always be hugging the bottom of any league.
Interest and engagement, if you can find them, are two great qualities for new GM's. Then let them do their thing!

Oh sure, I'm not saying this way would negate GM frustration. It just puts the frustrating team in the hands of a GM who can hack it, rather than one who probably can't. For some folks there's always going to be a beloved franchise they want to be a part of. But for myself, i've never had a rooting interest in being the Rockies. I just wanted a team with a challenge. So, at the end of the day I wouldn't cry if I needed to let a newbie take over the team I've built and make the switch to one of the devistated teams for the good of the league. I think my buddy John from Oakland feels the same way. Keeping a solid team aloft as long as possible is a challenge in its own right. But it's also a challenge that comes with more instant gratification, which is helpful for new guys, I think.

I liked this idea so much I decided to lead the way. See my post in welcoming the new GM to the league. If any other accomplished GMs want to give a rebuild a shake, let me know and we will see what other opportunities become available down the road.

I respect anyone that makes that choice to leave their team and help rebuild a losing franchise. It is selfless and worthy of respect.
However, I can only speak for myself and say I will never be that guy. Not because I hate rebuilds... I actually find them kinda fun. And I am playing the Marlins and moving back to KC, right? No, it's not that I hate rebuilds. It's that for me, personally, I could never abandon my team. It's something that, for better or worse, winning or losing, I BUILT over 100's and 100's of hours. I have too much of an attachment issue, and would never be that guy.
On a separate note--- While I agree it is ideal to have a very experienced GM take over failed teams to rebuild them, I think making that a PREFERENCE rather than a requirement is appropriate. I wouldn't personally want to turn someone down for that reason, if they really wanted to join the league. Particularly if that candidate has ties to someone in this league that recommended them.
Not my hill to die on, just sharing my thoughts.

To be clear. I would never endorse forcing, or even recommending a GM change teams. This would be strictly volunteer.
