The Commissioner will be responsible for the management and daily operation of the league, simulating games in a timely manner, maintaining the associated league files and being involved in all GM discussions. He will respond to questions about the league and facilitate the recruitment and development of new members.
The Commissioner will act in the best interest of the league at all times, will be the deciding voice in any disputes and also will have the power to assess fines and remove members as required.
GM’s will own a copy of OOTP, strive to be active in the forum and/or Slack, respond to messages in a timely manner and are encouraged to make suggestions and voice concerns. Paramount Baseball League welcomes new ideas and fresh perspectives!
GM’s are also encouraged to export on a regular basis, even if they are not making changes to their team, to show participation. And they should post their absences in the appropriate thread.
Should communication cease, exporting drop off substantially or any GM conducts himself in a detrimental to the league kind of way, the Commissioner will take action.
It is requested that GM's notify the commissioner if they elect to bow out of the league. The commissioner will not take it personally or guilt trip the GM in any way. Ghosting the league has negative impact on the organization and reduces competitive balance. No reason for opting out is required. A quick communication of the intention to retire is very much appreciated.
Only players under team control that have completed 4 years of major league service time are eligible for a multi-year contract extension. One year contracts to avoid arbitration may be offered at any time.
Each contract year salary cannot deviate by more than 20% of the previous season. For example, if a contract year is $10M, the next season must be between $8M and $12M.
All team option years must have a buyout equal to at least 25% of the HIGHEST YEAR of the contract.
Only a second team option year may follow a team option year (in other words, no other kinds of options or opt-out).
For any contract exceeding $10 million the total value of all incentives must not exceed 25% of the average annual contract offered to the player.
An example is that if a player is offered a three-year contract of $7M, $8M and $9M dollars then the incentives cannot total more than $2M i.e. ((Total Value of Contract)/Number of Years)/4 or ((7+8+9)/3)/4 = 2
No vesting option can be triggered based on the number of At Bats of a pitcher or Innings Pitched of a hitter.
No incentive clauses can be given for At Bats of a pitcher or Innings Pitched of a hitter.
At Bats incentives must be 550 or less
Innings Pitched incentives must be 180 or less
Illegal contracts with subsequent contract years being more than 20% different will be either adjusted to be in compliance while retaining the total contract value or voided at the commissioners discretion.
Illegal contracts because of insufficient buyouts will have the buyouts increased to the minimum level required to be in compliance.
Illegal contracts because of incentives will have incentives decreased and salaries increased to the minimum level required to be in compliance while retaining the total sum of salary + incentives.
Simulations will be run on Monday, Wednesday, Thursday and Saturday. Exports are due at 9:00pm EST/8:00 CST. A calendar of upcoming simulations and league events will be maintained by the commission in the Commissioner's Desk area of the Forum. Typical sims are 7 days with some adjustments for playoffs and off season (details below).

In OOTP, when a team loses a compensation eligible player (as determined by OOTP - based on real life rules) to free agency and that player is signed by another team compensation will be as follows:
The team that lost the player to free agency will receive an additional draft pick in the upcoming first-year player draft. The pick will occur in a supplemental round between the first and second rounds. Players eligible for free agency at year end must be offered and refuse a qualifying offer in order to be eligible for compensation.
Compensation picks in the supplemental round must be signed the season the pick is awarded or the pick is forfeited. Unsigned picks from the supplemental round do not roll forward to the next season.
A qualifying offer can only be offered to the same player once.
Each season the Qualifying Offer amount will be edited to be the mean of the top 125 contracts in the league.
Compensation “COMP” tags will be removed on Opening Day to avoid draft order conflicts once the Stats+ draft begins.
Waivers - 14 days (expanded to appropriate length in off-season)
DFA - 28 days
Note: If players on DFA hold up a sim, the Commissioner reserves the right to make roster decisions by first trying to demote the player(s) or releasing the player(s) should he be unable.

Trades
Trade window opens the same day free agents declare.
Trades must be submitted by at least one team in game. Trades must also be posted and confirmed on the Forums in the "Submit a Trade" thread. Trades will be processed as long as either both teams submit in game and the trades match or the trade submitted in game matches what was posted and confirmed in the Forums.
All trades will be completed pre-sim.
Pre-sim instructions can be provided to the commissioner and will be executed as long as the following criteria is met.
1. Instructions are posted in the Forum submitted trade thread.
2. Active and 40 man rosters have open slots available to complete the changes.
3. Line up or rotation changes are completed by the GM and exported leaving open slots where received players can be inserted. 4. Instructions to the commissioner are clear and unambiguous.
Example of a pre-sim change request that will be executed. "After the trade please insert Duane Hanson into my lineup as the DH in the open slot against both righties and lefties"
Example of a pre-sim change request that will not be executed. "Please put Hanson in for me."
Draft picks can only be traded for the current season's draft and only after free agents file.
Comp picks are eligible to be traded but the comp tag is not removed. The team that receives the pick will forfeit it if it is not signed.

The team receiving the player is responsible for all of the salary for executed Team Option seasons. The team retaining the salary continues to be responsible for executed Player and Vesting Option seasons. Salary retention percentages must be in increments of 5.
Trades may include players to be named later. The conditions of the PTBNL must be stated as part of the trade in the thread post. The PTBNL part of the trade must be completed within 4 Sims of the deal being made.
Players signed in the off-season as Free Agents cannot be traded until June 15th of the season in which they were signed.
All non-playoff teams will be entered into a lottery for the first two picks. After the lottery winners, the remaining 30 teams will receive picks in original draft order.
On the first day off the offseason the commissioner will publish a list of winning numbers. All teams involved will be assigned numbers with this weighting:
Top pick gets 20 numbers, second pick gets 19, etc. down to 1 number for the 20th pick.
The commissioner will use Dice Bot on Slack to determine the winners.
The team that wins the first pick is not eligible to win the second pick.
Winning teams will have their first round picks moved up to the first and second picks.
If a team that does not have a protected first round pick wins the lottery for a top two pick, that pick does become protected from signing a comp eligible free agent.
Round three of the draft will be a competitive balance picks round.
The lowest 10 revenue teams will receive picks 1-10 in the round. Lowest revenue first.
Then, any teams that were not in the 10 lowest revenue, but have market sizes of average or lower will receive a pick. These picks will be in the order of smallest markets first. Ties will be broken by draft order in the other rounds.
Picks purchased with paramount credits will occur in round three after the competitive balance picks.
The Rule 5 Draft will be held in December each year. Any players noted “#” in-game on the Transactions Screen will be eligible. To protect players, GM’s are responsible for adding them to the 40-man roster.
The Rule 5 Draft will be held by an in-game list. Any player selected in the Rule 5 Draft must remain on the selecting team's Active (25-man) and Secondary (40-man) rosters for the entire upcoming season or be returned to the original team.
Coaching is OFF. Scouting is ON and 100% accurate, to be used for INTERNATIONAL finds, so any money spent elsewhere is useless. Use 100% on International.
Each off season the league will be petitioned for any proposed changes. Reasonable change requests will be put to the league for a vote.
New rules will require over 50% positive votes to implement. (Tie votes mean not implemented).
Existing rule changes will require 75% positive votes to implement. (75% means implement change).
All non votes will be given by proxy to the commissioner. In other words, if we have 32 GMS and only 28 vote on the poll, the commissioner's vote will be worth 5.

A league article can earn 50 points. These articles must cover anything in the make believe PBL universe. Division comparisons, prospect rankings, financial analysis, etc. Anything that scopes the entire PBL and focuses on something within the game. This bonus can only be earned once per season
The Bonus points are awarded at the commissioner's discretion for anything that goes above and beyond. Particularly outstanding forum content, technical support given, running tests in a sandbox league, assisting in commissioner duties where possible. Etc. 25 credits per season maximum available in this category.

On December 21st in game any player on the 60 day disabled list will be moved to the 40 man roster. Players may be added to the 60-Day IL once again in Pre-Season.
If the dollar amount shown on the Front Office screen/Money For Free Agents is greater than the entire remaining amount of a contract (Team Option buyouts and player options included). You can buy out that contract using the finances of the current season. Send the commissioner notification of your intent and he will release the player and adjust miscellaneous expenses accordingly.
