A case has been made that the lottery for the to 10 draft picks actually does little to dissuade tanking and adds unnecessary complexity to managing and executing the amateur draft. If this vote passes we will no longer do the lottery and the draft order will be directly related to the end of season standings. Poll closed December 17. This is a change to an existing rule so 24 yes votes are required for the vote to pass.

If you really want to discourage tanking, give each non-playoff team an equal chance at the top pick. Suddenly, teams that just barely missed the playoffs have the same shot at the top pick as teams that didn't sniff 60 games. Huge incentive to tank removed.
Of course, doesn't help bad teams get better, but it definitely achieves the end.

I've actually played in a league that ran this before and it's pretty interesting. The number of teams that go from terrible to excellent drops for obvious reasons. Everyone starts trying to field at least a decent team because you're better off winning 75 games than 55 games, since your owner likes you more, your fans like you more, and you have just as good a shot at a high pick. The tankiest teams usually become the ones with high scouting, high IAFA budgets and low payrolls who nevertheless try to turn their 30 mill payroll into the best team possible, because there's no reason not to. I don't actually expect this to be a thing, but I sure enjoyed it

Playoff teams are entered in the world series lottery, non playoff teams get a shot at a stud draftee.
