So I have a 16 y/r kid on my international team and he is a 4.5 star potential reliever. Would you keep him at international until he gets a little older and then move him to your AZL or whatever you call you Rookie League? Or would you go ahead and put him on the AZL team and see how he does? Do guys improve at all in the international complex or not really? I would like to get this kid started developing and just want to make sure I have him in the right place for that to happen.
Thoughts?

Agreed. I suggest you wait and promote him when he is 18-19 years old.

Good advice. I hadn't thought about the clock starting. That's when you move them into a "professional" league like AZL rookie league?

That's right. As soon as he moves off of international his clock starts towards when he will be rule 5 eligible Do they continue to develop at all or are you basically just letting them age a bit? From what I can tell they develop very slowly while in international, but timing is everything. That's why pulling them out between 18-19 and letting them progress through your system is key to giving them the best chance to reach their potential.

Young Albert Hernandez is a bit of an outlier as an international scouting find, but he progressed quite well while still at the international complex. I've had other guys have their ratings tank down there too. You definitely want to avoid a 20 or 21 year old needing to be placed on the 40 man though
