So dumb. If they are serious about pace of play, this rule only impacts a very small percentage of games.

Yeh, I'm not sure the point really. It sounds too 'gimmicky' like why not start each inning off that way or give teams a 'free base runner' card that allows them to put a player on base once a game, hell there would be strategy to that like do you save it until the end of the game, do you do it with 2 men on and your big slugger up to avoid the intentional walk, etc....
What I did like is the intentional walk rule they are discussing, instead of throwing pitches, you just let runner go to first. Sure there is the rare wild throw and runner advances that will be lost but what is that? less than 1% of the time?

How long does it really take to throw 4 intentional balls? I hate the idea of just giving the guy a base. If theres 1 intentional walk a game... Gonna save 90 seconds max?

If you really want to speed things up, you are only allowed to change out your SP with a RP at any time. Any other pitching change can only happen at the start of an inning or you have maybe a 40 second clock to change pitchers during an inning. It takes WAYYYY to long when they change RP during games.

Get rid of timeouts or set a limit. Batters shouldn't be able to step out after every pitch. Eliminate visits to the mound.
I really could go on and on but I don't think extra inning games are the reasons that younger fans don't watch like they used to.

No warmup pitches when you bring in a reliever. The guy has been throwing in the bullpen for 10 minutes...

Interesting stat i heard the other day is intentional walks are down 30% since 2009. So Anthony is right to suggest it will not lead to much of a time savings.
Is placing a runner on second, in extra-innings really designed to speed up games? I mean, i understand the argument that "18 inning games will shred your pitching staff", however 162 baseball games matter each season, for each team.
Arguably teams play anywhere from 0 to 15 extra inning games per season. Sometimes more. But for the sake of this argument, let's say they played 10. By placing a runner on 2B for these 10 games, inevitably a few things will occur:
1. Certain managers will sacrifice bunt that runner from 2B to 3rd with one out. 2. The opposing manager, will then run out a same-sided pitcher to "increase the odds" of a left-on-left/right-on-right situation, dictated by the numbers, will lead to an out. 3. OR, the opposing manager will intentionally walk the next batter (no pitch rule or not), setting up the potential double-play. Oh, and THEN the same-sided pitcher will come into the game. 4. Whoever wins/loses this game will point to the increase of odds by placing a runner on second as the reason, because "in seasons previous this wasn't around". 5. A potential playoff team WILL miss out on the playoffs because of a poor extra-inning record. It's bound to happen. The law of averages will see to it!
I just do not see this as the answer to speeding up the game when managers make 5 pitching changes per game, batters can step-out whenever they want after EVERY pitch, and instant replay already ADDS time to a game. For the love of god.
The extra-inning runner on 2B experiment is the dumbest thing I have observed in the whole "let's speed up the game" proposal. Please make it so someone with common sense gets this shelved.

(see bold above) It seems like forever between pitches. Make the batter stand there and hit. Make the pitcher throw the ball. Right now, between pitches, it's like this: Batter steps out, takes a little walk, re-tightens his gloves (even after taking the pitch), adjusts his 'nads, steps back in...pitcher finishes his tour of the mound and surrounding area, shakes off a few signs, and, if the batter is still there, throws a pitch. Ball one! Batter steps out, tightens gloves, adjusts 'nads... zzzz...after about one inning i'm falling asleep, and done watching baseball for the night.
