The PBLRC is beginning it's offseason session now. We will have a short debate among the committee on a variety of items. In many cases we will solicit input from the league here on the boards before making recommendations to the commissioner. The results of committee discussions are recommendations but the commissioner has the final say on all decisions. Here is the list of issues that I have compiled from various requests or recommendations on the boards. Some items may be controversial. If you absolutely hate an idea, give it a few days and see where it goes. It may not gain any traction anyway so save your outrage . It is very possible, even likely, that I have overlooked or forgotten some items. If there is anything else you want discussed please respond to this thread or send me a private message as soon as possible. 1) Should we turn off Delayed Diagnoses of injuries? 2) Should we turn on Player Ratings By League Level evaluation? 3) Extensions are not allowed until after a player completes two arbitration decisions. But, can you offer a one year extension to avoid the hearing? 4) Should we use dynamic ratings instead of annual? 5) Should we add language to the rules to not permit any non team option after a team option in a contract? 6) Should we update the rules to specify the punishments for illegal contracts? (Currently rules reference vague "Additional Penalties") 7) Should we consider changing to a 1-100 or a 20-80 rating scale? 8) Should we implement a system to allow stadium modifications? The Committee has discussed all items and have decided the following.
1) We will be shutting off Delayed Diagnoses of injuries. You should no longer see "Diagnoses Pending".
2) Playing Ratings by League Level passed with a majority so that will be turned on. We will follow up after a couple of seasons to discuss if we have witnessed unintended consequences of having it on.
3) We will be adding a line to the rules in the Contract Extensions section. "A one-year contract, strictly to avoid arbitration in the first and second arb years, may be offered to arbitration eligible players after the off-season begins."
4) We will be updating the settings to use Dynamic Ratings.
5) We will be updating the rules to state "Only a second team option year may follow a team option year (in other words, no other kinds of options or opt-out)."
6) It was decided that specific punishments for recurring violations is not necessary. The committee will address egregious violations individually if and when the situation arises.
7) We will remain on the current 1-10 scale.
8) We will not be implementing any kind of stadium modifications at this time.

Ron will confirm, but I believe immediately would be the answer (provided Derek checks the boxes in the backend, everything else can be immediate).
Derek is the only one that can add the two lines to the rules as he is author of the original GOVERNANCE post, but he will add them ASAP. In the meantime, we can easily adopt the new direction with options (as the time for one-year to avoid arb has now passed anyway).
