I know a player has to have had at least 2 arbitration hearing contracts before being able to be signed to an extension. With that said, if a player has had 1 arbitration hearing and they are now up for their 2nd arbitration hearing, does that qualify that player to be able to be signed to an extension? Or do we have to wait until after the 2nd arbitration hearing is over?

In my opinion, while "has" needs to be "has had" 2 arb hearings (for clarification - or something similar), the bold below (in the current rules) would suggest to me the hearing is completed before anything multi-year can happen?
Any player under team control that has 2 arbitration hearings prior to free-agency along with 4+ years or 5+ years of ML service (Arbitration results must be displayed on the BNN player page for all to see) is eligible for PBL contract extensions.

Yes, a player must go through two arbitrations, so has had 2 arb hearings.
