Sure. That sounds good.
I believe the original intent of the rule was to not slow down the draft. But I speculate. It has been in place since before I began administering the drafts.
This line was posted in the original post of this very thread.
"Draft picks are available to be traded up until the time that pick is on the clock. Picks on the clock cannot be traded."
I always post that at the start of each draft.

Draft picks can only be traded for the upcoming draft.
a. The trading of draft picks can only occur after the World Series and prior to “the pick to be traded” in the upcoming draft.
b. Once “the pick to be traded” is “on the clock” then it can no longer be traded.

So maybe "It's the rule" is the only reason you can't trade the pick. But it is a well documented rule.
We can discuss removing it for next season if the league feels it is outdated but it exists now. One other factor. Like I said earlier. There was another GM this draft that sent me a PM that he was working out a deal for the current pick. I let him know he couldn't so he shut the trade down.
