Starting this now since the offseason is just a few weeks away. Please place any issues or changes that you would like to see in the league here for the league to discuss.
1. New schedule if possible.
2. International Free Agents get posted after the Amateur Draft Signing Deadline. Currently, any unused draft budget dollars cannot be used toward signing IFA's due to when the signing process starts.

I'd really like to see us handle the lottery earlier in the off-season. Some (Many?) of the teams involved in the lottery aren't really a part of free agency so this gives those teams something to get excited about.

I think this would be the major reason for doing that. It gives more time for teams to shop picks.

I think I like where the IFA are right now since we moved it back. Think it makes most sense as well.

What about turning off Owner expectations?
A lot of them are stupid. Like resigning an expensive player that is clearly not any good anymore.

I would be for turning off owner goals. Some of them are dumb like Shane says, and some of them just don't work right, like the farm system ranking one.

Just don't agree on the owner goals. I think having owners who are incompetent or contradictory only adds to the realism. Honestly, having owners be stupid has been a part of the game since time immemorial. Working within the confines (or just ignoring) dumb suggestions seems like a completely valid part of the game.

So your budget should go down because of a game formula based on goals instead of on field performance and making money? In real life your owner might want you to sign an old past their prime player but they aren't going to reduce the budget if you're making a profit and winning.

Additionally, as far as I know we have no idea how much, if any, not meeting a goal by the deadline the owner set influences an owner's decision to increase or decrease a budget for the next season. What I do know is that as soon as the Giants moved into a positive profit position in September of this season - thanks to the tight pennant race - our owner increased the projected budget for next season by $2 million. Of the goals set with 2036 deadlines, I achieved one and missed on two - one being the "win the championship" directive he issues each season. It will be interesting to see what happens when we enter the off-season. The bottom line for me is that I find the goals realistic and interesting. I am not overly concerned about them.

If we knew that it inordinately effected budget decreases (which, we have already set rules for limiting) I'd buy the argument. However I feel the same logic could be used to outlaw all injuries. I mean, they're inconvenient and punish GMs without regard to how well the team has been assembled. And as anyone who has had 30 million dollars of salary on the DL (and I definitely did last year) will tell you they definitely affect budgets. But for me, I want a few of those annoyances to increase randomness and give the game a sense of reality.
Anyway, I nominate my division rival John to calculate all the budget changes, cross referencing them with goal completion, record, and money earned in season. The we can see just how much not meeting goals effects budgets. Furthermore, he should do this instead of signing any free agents.
