Because this season most of the league was discovered to be breaking the rules, based on a number that can no longer be seen by all.
Probably several broke the rules last season too (again because the number cannot be seen anymore),
We are changing the rules instead of applying "sanctions" to all the rule breakers (other than just try to get to green of course)?

Not a fan of this.
As far as I can see (and I will totally stand to be corrected) the new rule
still contains numbers that
CANNOT BE SEEN by all. Therefore, while it immediately helps those breaking the rules, it does not allow for policing and, in my opinion, is just as suspect as the current rule. And unless it can be policed, we have seen the results.
Am I missing somethingI know the decision has been made, but (as I have mentioned previously) the whole budget section could simply read something to the effect of
allowing the game to determine this...
If you spend on free agents into the red in Payroll Budget, you cause yourself problems
If you don't manage your cash properly, you cause yourself problems (and cannot sign free agents)
You cannot trade into RED
If RED, you cannot trade further to RED
The GAME will tell any GM he cannot do something (like sign FA's without any room to do so).
** The Comissioner has nothing to do with that at all
** No other GM need know anyone's financial status
The GAME will point out a trade will not work if a team cannot accommodate it financially.
** All the Commissioner has to do is simply relay any information from the game (even a screen shot) - EASY!
About the only place where things could still be slightly complicated is ZEVIN negotiating extensions.
But the "rule" or even "adjusted rule" regarding budget is no longer needed.
Again, in my opinion only.
I'll continue to play by the rule...I simply don't get the need for it any longer.
