Lets decide on some some of these penalties....
I think we need to do a tiered system for being over budget. It needs to be something that is strong enough to keep you from being over budget and blatantly ignoring the rules but it can not be so strict because they are only 'projected' budgets. At the end of the year of a team is over budget then I think we should take stronger measures...

the problem with financial penalties for breaking financial rules is that they can did a deeper and deeper hole for teams to try and get out of. I'd be in favor of draft pick losses:
During the off season/ spring training, and through the first two sims of the season: No Penalties for being in the red.
Then at any point after sim 2 during the regular season:
- $1 to $500,000 Lose R2 draft pick in next draft (and cannot sign FAs that would mean that pick is lost anyway.
- $500,000 to $5,000,000 Lose R1 draft pick in next draft (and cannot sign FAs that would mean that pick is lost anyway.
- Over $5,000,000 Both of the above penalties, plus cannot draft in next Rule V draft and a warning from the league that another similar year could lead to removal from the league
- GMs to take over teams in the red are not penalized for their predecessors bad financial behavior and get one year to get finances in check before penalties are imposed.
- No team in the red can make trades that take them further into the red (including during ST/ off season)

And if were allowed to be in the red in the offseason why could we not make a trade to go deeper in the red?

My thought was by making GMs trade towards the black in the off season we are protecting GMs from themselves, and it's never actually good to be in the red (and wouldn't be perceived as being good by owners) GMs need to be focused on getting out of the red whatever time of year it is.
As for 2 sims or a month, I don't mind.
I'm not actually interested in 'arguing' any of these points. Derek asked for some suggestions and here are mine...

As I wrote in another thread, projected budget room can be expected to improve at an average of about $110k per week. The amount will vary primarily due to the ML salaries of players playing in the minor league system, but I have found $110k per week to be a pretty solid amount to use as a benchmark. Using the average for the sake of argument, a GM would have an opportunity to use this as one tool to eliminate a small negative balance that may be due to an inadvertent mistake. Four sims equates to roughly the equivalent of the minimum ML salary of one player. Clearly a more significant negative balance would require additional action by the end of April.

To clarify my response, while I prefer the end of April I can certainly live with two sims if that is the decision. Two vs. four sims before penalties kick in is not a show-stopper for me.

People who go into the negative know that they are doing so. I would give them 4 weeks/sims to make a trade (or come back in line without action if the amount is small), at which point the commish releases players to FA starting with highest WAR first until the team is under budget.
