What we established to fix so far:
I'm trying to keep a good pace going but at some point I'm going to need to take a day or two break in order to implement all the new features, get the image folder up and running, etc. I try when I sim but been so swamped lately its been hard enough to get sim done before midnight.
What's in the works: * Draft Lottery * StatsLab fix on main website * Announce Salary floor (which will go towards % of budget as opposed to set floor). * Generating new schedule * A new image folder * International Scouting * Scouting @ 100% accuracy * Really want to work on a feeder league (HS / NCAA)

Things to discuss:
International Amateur free agents. Bidding wars will suck up some of the spare money in the game, but very hard to manage without teams going way over budget. International finds. Scouting at 100% needs to be on for this - there is no drawback with this as it is exactly the same as now with what you see on all screens/reports. The downside is the extra micro-management, but it adds strategy and takes some of the spare cash out. Feeder leagues. Not sure how easy this is to introduce mid-game but I like them.

All good topics and things I think we can implement. We just might need to take a few extra days at the end of the season to get it lined up, tested and implemented which I think would be worth the wait...

1) Minimum salary requirements as a percentage of the budget instead of a flat amount?
This seems fair to me. Padres are forced to commit a minimum of 57% of their budget to payroll. If they so chose the Yankees could get by with 27%. I can understand that it may be more of a hassle to calculate each minimum when checking instead of just scanning for anything under 50 million. How huge of a pain would it be? I don't want to add undo overhead. Are their other perspectives? Maybe this is not as fair as it seems on the surface?
2) Time slots for the draft?
Maybe I am in the minority and most people aren't bothered by it. The draft seems to drag on and on with multiple instances of it coming to a halt for days waiting on a pick. Time slots could be published well in advance. Conflicts could be communicated and generously worked around. We should easily be able to manage ten picks a day and get two rounds completed in a week.
Here is how it would work. <Example, Team 1 drafts 1:00-2:00, team 2 drafts 2:00-3:00> Team 2 can make their pick when team 1 picks or at 2:00, whichever comes first. If team 1 misses their slot, they can make up their pick out of the pool of still available players any time before the end of the draft. Auto picks would only occur if picks are still outstanding when the draft is complete.
What do people think? Too draconian?
I would be happy to assist running the draft to help this along.

Im not a fan of time slots for the draft. If you have a 5-10 team chunk due at a specific time it punishes the team in the back end of that list and forces them to do more work and I view that as a little unfair.
Plus I love seeing who falls down to my pick and possibly swap it out last second.
Id vote for going too utilities over using time slots but i enjoy the way we do the draft currently.

1) increase ML rosters by 1 or 2 players (26/27 man rosters) instead of the current 25. This allows teams to carry a couple extra bench players and can add a few more ML jobs to guys that are stuck in AAA or FA.
2) I mentioned this to Derek and it will probably need to be tested before implementing but if you create a minor league team with no affiliation the computer runs the team and signs players to 1 year MLC. Thus allowing some young players playing time to develop and maybe even some older players a chance as well. My idea would be to create a new minor league with 4-6 teams to start (say AA level?) with or without an age max and allow the league to sign roughly 100-150 players and let them develop. Its a work around to not being able to have a Independent League actually work. (in all of my tests, independent leagues made too much money and were actually signing ML players to contracts, but saw zero issues with creating an unaffiliated team/league). This helps alleviate the hundres if not thousands of FA we have during the season.
3) Allow minor league teams to move. Have a list of Cities that would be potential locations for teams (Carolina league would only be cities in the Carolinas, Florida league would only be cities in Florida, etc etc.) This happens every year in MLB where leases run out and teams move from one city to another. Weve had the same minor league affiliations since PBL started, its time for change!
4) Allow the Braves to win so Dustin Ackley can retire on top!

The one thing about the draft that I like now is that we do start it early enough so it doesn't slow down the pace of the league. We don't stop simming to finish a round, etc. The other pro is it keeps activity up on the boards a bit longer as when there isn't much to do (see post deadline / pre postseason) the boards get way too quiet too often!

This way every pick has a time limit. For example: if the #1 isn't posted by 8am est, the GM at #2 can select. Once the pick at #2 is selected, #3 can select. The person passed over at #1 can select at any time but he may only choose from players not already selected. We would still need Sam so that teams can pm lists if they don't want to be passed over.
Basically, this rewards GMs who pay attention and use lists while preventing a slow down when someone is not paying attention- they are simply skipped over until they realize "hey, I need to make a pick." It makes it easier on Sam because he doesn't need to nag, he just needs to monitor his pm's.

I would like to be able to name a team mvp. At the end of the season we could post who our MVP is and the commish would add the note to player history. This would be a pain in the ass for the commish so he would have to be on board.
