I agree that Ron should have final say as Commissioner. I'm old school in the thinking that sometimes the Commissioner needs to make decisions that go against what the majority thinks is best at times if he is confident enough in his decision. Running a league of 32 is hard, making everyone happy is harder and the Commissioner needs to be the happiest and most confident what is in place will work long term. So even if it ruffles a few feathers initially, sometimes your gut knows what is best long term.
That being said, If 1/3 of the league doesn't vote then Ron definitely should have final say. I also think this works because I know for me I had a lot of people in this league I talked to "behind closed doors" (in PMs) and they acted as a voice of reason or even listened a little more to my thought process and agreed it was a good idea or risky proposition. Ron will have those same opportunities and I know he seeks it out and doesn't just go with what pops in his head at the moment.

I appreciate the feedback on this thread and the support. It sounds like the structure, the majority for new rules and the 75% for rule changes are pretty much universally accepted. Big fan.
As far as putting a cap on the proxy votes. If PBL is going to remain strong and if I am going to lead it effectively I will have to listen closely to the opinion of the league and take into account what is best for the league as well as what the league wants. That will have to weigh heavily in the decisions. It cannot be about my personal preference. In other words, if I become the kind of commissioner that abuses this power than PBL will have bigger problems than how polls are decided.
With these thoughts in mind and as a result of majority support in this thread I am going to implement the process as originally proposed.

Viva la PBL In all honesty, I don't really feel strongly about a proxy vote cap. Was just floating it in case people had an issue. In the end it just sounds like it codifies what we've been doing anyway.
